Аннотация: В статье проведен контент анализ законодательно-нормативных актов МЗРК по внедре¬нию системы управления качеством в период работы медицинских организаций с Фондом обязательного социального медицинского страхования с 2018 года. Актуальность проблемы обусловлена необходимостью повышения эффективности маркетингового взаимодействия Фонда обязательного медицинского социаль¬ного страхования (ФОМС) и медицинских организаций (МО) в достижении поставленных в Государс¬твенных программах целей и задач по повышению доступности и качества медицинских услуг в новых усло¬виях взаимодействия участников рынка медицинских услуг. Цель исследования - анализ законодательно¬нормативных актов по управлению качеством медицинских услуг и роли Фонда ОМС при взаимодействии с медицинскими организациями. Использованы методы контент анализа законодательно-нормативных актов М3 РК, Закона об ОСМС в РК, Приказы по закупу медицинских услуг, экспертная оценка первичной меди¬цинской документации. Результаты исследования экспертной оценки медицинских карт стационарных боль¬ных показали необходимость пересмотра многих аспектов действующей в РК системы контроля качества медицинских услуг в медицинских организациях в плане перехода от контроля к управлению качеством. Проведенная нами экспертная оценка НПА и карт стационарного больного позволяет сделать заключение, что экспертная деятельность только со стороны Службы внутреннего аудита, заведующего отделением, заместителя руководителя медицинской организации в новых условиях повышения требований в качеству медицинских услуг крайне недостаточно. Медицинским организациям необходимо перейти к тотальному анализу, т.е. нужно анализировать все аспекты качества медицинских услуг ( структуру и процесс), а не только конечный результат в виде жалоб пациентов или же летальности. Для этого необходимо вовлечь в управление качеством владельцев процесса (врачей, средний медицинский персонал), чтобы они при выпол¬нении профессиональных обязанностей осуществляли мониторинг индикаторов процесса. Именно на этапах анализа структуры и процесса заложены механизмы предупреждения дефектов лечебной деятельности.

Аннотация: The article studies the problem of organizing future teachers' pedagogical practice in the context of dual training. The authors reveal the essence, advantages, and experience of implementing dual training in Germany. The article analyze the experience of implementing dual training in Kazakhstan, using the example of technical education. The authors discuss the possibility of introducing dual training in the system of professional training of future teachers. They analyze the historical experience of school-university cooperation in Kazakhstan in the 1970-1980s and provide a view on the current state of the problem using the example of the “network interaction” in the Russian Federation. The authors define the ways to introduce the elements of dual training and share the experience of introducing continuous pedagogical practice based on duality at the Kazakh National Women's Pedagogical University. Based on the available data, the authors determine the conditions for the synthesis of educational and educational processes at school, which can significantly expand the professional mobility of a future teacher. The authors also outline the problems of organizing such a synthesis that should be addressed at the level of the Government of the Republic of Kazakhstan.

Аннотация: The article is the result of many years of theoretical and experimental research on the problem of the formation of civil patriotic qualities in young people –the students who are the vanguard of Kazakhstan youth. Large – scale transformation taking place in the Republic of Kazakhstan are impossible without the transformation of public consciousness; the modernization of Kazakhstan society cannot be productive without the formation of a new type of personality. In this view, the upbringing of young citizens in the spirit of Kazakhstan patriotism, which is a new paradigm of the state ideology of the Republic, becomes especially urgent. Students shall possess not only professional knowledge but also the knowledge of democracy foundation and skills of civil activity to become responsible and active citizens. The author’s concept is based on the activity axiological approach that relies on the unity oh three components: cognitive, value- motivational, and socially active. The proposed model includes forms, methods, means, and stages of organization of educational work, as well as the criteria for civil patriotic education of future specialists.

Аннотация: Professions differ from trade associations and trade unions in that their activities commit to the public interest before their own interests. As a result of increasing number of scandals large firms of accountants are more seen as "businesses", mainly interested in making profits rather than being altruistic and serving in public interests. However, the main activities of accountants are to present and report financial information to its users in a way that is relatively easy to understand and to operate in the public interest in terms of its accountability, transparency, fairness and equity. Besides, organizations are also responsible for the social and environmental effects of their economic actions. It is important for professionals to be sensitive to ethical issues, to be able to identify and recognize ethical issues when they arise and theh make moral reasoning judgements in order to resolve these issues. As companies face more complex intangible risks from creative accounting to cyber threats and breaches of conduct risk management is growing from defending the balance sheet to supporting ethics and decision making based on shared core values. Many of modern enterprises scandals, disasters are due to different failures because of short-term oriented strategies and less care about ethics. The degree of failure depends on the complexity of the system; however, human failings are the basis.
