Аннотация: The paper discloses the problematic aspects of legal regulation of tuberculosis control in the Republic of Kazakhstan and foreign countries. Despite the inception of modern treatments and public health interventions, tuberculosis (TB) remains a significant public health threat in Kazakhstan and abroad in the twenty-first century. The challenge of controlling TB in its traditional and new multidrug-resistant forms requires public health agencies at the high levels to develop and apply new tools. Among these tools is the use of law to support efforts to effectively monitor cases of tuberculosis. The purpose of this article is not to consider all socially significant diseases, but a detailed analysis of the legal regulation of the control of tuberculosis patients in the Republic of Kazakhstan based on international experience. The authors detailed the legal and regulatory framework for the prevention, diagnosis and control of infection with the bacterium Mycobacterium tuberculosis. Also measures of compulsory treatment of patients with tuberculosis, their rights and duties are described. For the disclosure of the topic, the methods of historical research and the system method were used in the article. The article is intended for a wide range of readers interested in medicine, jurisprudence and international attitudes.

Аннотация: The article analyzes modern problems and trends of development of the system of higher education. The persistent expansion of regulation and uncontrolled growth of bureaucracy increase dependence of regulated areas on private interests of those who have access to the regulatory machine. This tendency has not bypassed the academic sphere, and, in many instances, there is a clear discrepancy between the proclaimed objectives and observed results. The vivid example is the Russian system of higher education, which is the main focus of the present study. We explain this phenomenon through the lens of the institutional corruption theory and argue that the observing evolution of modern academia forms a wrong system of incentives, bringing to the hands of bureaucrats excessive power, which, eventually, distorts the performance of the higher education sphere and undermines the effectiveness of this important institution.

Аннотация: В статье приводятся организация, методика и результаты проведенных натурных исследований водно-физических свойств пород покровных отложений в основаниях инфильтрационных бассейнов, а также оценка их влияния на процессы кольматации. Исследования проводились на физической модели мини-бассейна с инфраструктурой водозаборных и каптажных сооружений на реальном объекте и для реальных условий Юго-Восточного Казахстана. При этом были смоделированы естественные условия просачивания воды до полного насыщения испытываемой мощности пород покровных отложений с учетом растекания инфильтрационного потока при близком залегании уровня грунтовых вод. Полученные натурные характеристики могут быть рекомендованы и приняты в качестве расчетных показателей как на стадии техникоэкономического обоснования, так и рабочего проектирования систем ИВЗПВ без проведения дополнительных трудоемких и затратных изыскательских и исследовательских работ.

В частности, авторами обращается внимание на проблему несоответствия между положением гражданского кодекса республики казахстан о формах реорганизации конституции республики казахстан, а также отсутствию единого подхода в регламентировании законодательством правовой основы, регулирующей отношения в сфере реорганизации банков. Актуальность исследования этих вопросов не вызывает сомнений, так как указанные аспекты анализируются с позиции высказанной президентом республики казахстан задачи по "перезагрузке" финансового сектора страны в посланиях 2017 и 2018 гг., положений реализуемых в государстве стратегического плана развития казахстана до 2025 года и программы повышения финансовой устойчивости банковского сектора республики осуществляемой национальным банком казахстана. На основе изучения названных проблем авторами предлагаются рекомендации совершенствования действующего законодательства в данной сфере. Также в статье затрагиваются вопросы регулирования экономической ответственности собственников банков, так как от регламентирования указанных вопросов действующим правом напрямую зависит финансовое положение банков и достижение целей управления ими, включая осуществления сделок по слиянию и поглощению.

Аннотация: The relationship between special investigative measures and criminal prosecution actions is one of the most complicated and current issues specific to the legislation of the Republic of Moldova. In the paper the author discusses the national legal provisions that prevent the positive solution of this problem, highlights the essential similarities and differences between these two entities and analyzes the differences between the legal status of the results obtained, on the one hand, by conducting special investigative measures and, on the other hand, by carrying out criminal prosecution actions. In conclusion, even after the integration of special investigative measures in the Code of Criminal Procedure or the Republic of Moldova their legal status remains different from that of criminal prosecution actions. By carrying out these measures, information is obtained as before, not evidence. They can become evidence only if they pass the criminal procedural examination.
