Аннотация: оценка зарегулированности гидрологического режима в водосбора бассейне реки Сырдарьи с устья реки Нарына до Токтагульского водохранилища и от Токтогульского водохранилища до Ушкорган, Ушкорган-Кайраккум, Кайраккум-Шардара и Шардара – Аральское море – одна из актуальных проблем в области управление водными ресурсами трансгранчных рек для рационального и эффективного использования располагаемых водных ресурсов Республики Казахстан, расположенных взамыкающих зонах формирования стока. Приведенная динамика изменения расходов воды низовья реки Сырдарьи в гидрологических постах Шардара, Томенарык, Кызылорда и Казалинск в период наблюдений с 1911 по 2015 годов показали, что по мере зарегулирования стока в верховьях водохранилищными гидроузлами с 1955 по 1980 годы, то есть Кайраккумское (1956 г.), Шардаринское (1965 г.), Шарвакское (1970 г.), Токтогульское (1975 г.) и Андижанское (1978 г.) с общей полезной емкостью 33,1 км3 , что было соизмеримо с годовым стоком реки Сырдарьи. На основе многолетних информационно-аналитических материалов РГП «Казгидромет» и «Арало-Сырдарьинской бассейновой инспекции по регулированию использования и охране водных ресурсов» Комитета по водным ресурсам Министерства сельского хозяйства Республики Казахстан изучены формирования гидрологического режима водосборав бассейне реки Сырдарьи с учетом построенных комплексовмногоцеловых водохранилищ, которые полностью изменили пространственно-временные масштабы естественного гидрологического режима с устья реки Нарына до Токтагульского водохранилища и от Токтогульского водохранилища до Ушкорган, УшкорганКайраккум, Кайраккум-Шардара и Шардара – Аральское море и уровень зарегулированности стока реки ( Кзрр ) составляет 1,0401, то есть формировалсядетяльностно-природно-техногенной комплекс, обеспечивающий управление и регулированиерасполагаемых водных ресурсовдля рационального и эффективного использования их отраслях экономики и в том числе сельского хозяйства Кызылординской области Республики Казахстан на основе деятельности человека. Анализ показателя коэффициента усыхания низовья реки Сырдарьи ниже Шардаринского водохранилища за рассматриваемый период, то есть с 1911 по 2015 годов в интервале 10 лет показал, что между гидрологическими постами Томенарык, Кызылорда и Казалинск в неблагоприятных условиях находились участки ниже Кызылординского гидроузла, где коэффициент усыхания в период антропогенной деятельности, то есть устойчивого водопотребления ирригационный режим работы Токтогульской ГЭС (1976-1992 гг.) составлял ниже 0,56

Елдерге тән тәсілдердің салыстырмалы талдауы зорлық-зомбылық экстремизмінің алдын алу нарративтерін қалыптастыру саясатын одан әрі дамыту бойынша ұсыныстар әзірлеуге мүмкіндік берді.In the field of prevention and countering violent extremism (P/CVE), one of the key areas is to debunk messages that increase the divisions in society and help attract new supporters to relevant organizations, as well as the development of unifying narratives that work for cohesion and are designed to provide ideological protection from extremist propaganda . While studies of world practices cast doubt on the effectiveness of individual tools of the “ideological field”, it is pertinent to study the narrative base of the PVE in the states of Central Asia that has been developed over the past decade . In this article, based on the study of key documents that determine the activities of the governments of the region in this direction, key narratives are highlighted. The comparative analysis of country-specific approaches made it possible to develop recommendations for the further development of the policy for the formulation of PVE narratives
