В первом-"Сидама в условиях этнического федерализма"-освещаются положительные и негативные стороны этнического федерализма и причины недовольства сидама, приведшие в итоге к их борьбе за достижение самоуправления. Во втором разделе -"Борьба сидама за самоуправление"-дается подробное освещение многолетней борьбы сидама против политики амхаризации в имперский период, против дискриминации в годы правления Дерга и с 1991-г.-во времена этнического федерализма. Третий раздел-"Референдум"-посвящен детальному описанию этого важного события в жизни сидама. В четвертом-"Ситуация после референдума"- автор анализирует конституцию нового штата.
